This course examines the opportunities and constraints for addressing environmental problems through the political process. Our aim is tounderstand how problems, political actors, and institutions cometogether to shape policymaking in this arena. To this end, we will examine the historical roots of U.S. environmental policy, processes ofagenda setting and policy change, the politics of the environmental movement, the institutions involved in environmental policymaking, andaspects of the environmental regulatory process. We will also go beyond the U.S. context to examine prospects for "greening" the state and theinternational system, consider the challenges of developing andimplementing environmental policy in the developing world, and debate the concept of environmental security.
