Brief Biography
Thomas E. Boudreau has taught courses on international relations, world politics, international law and organization, and theories of conflict, violence and war at American University, University of Limerick in the Republic of Ireland and the University of Pennsylvania. He has served as a private consultant to the Executive Office of the United Nations Secretary-General from 1982-1987; this experience served as the basis of his first book Sheathing the Sword: The United Nations Secretary-General and the Prevention of International Conflict which provides the definitive legal interpretation of Article 99 of the United Nations Charter. His current interests are in issues of war and peace, transformative diplomacy and global governance. He is particularly interested in issues such as the law of nations or global climate change that require or use the globe as a whole as the basic unit of analysis. He teaches courses in World Politics, International Law and Future Issues in International Relations. He has published more than a dozen articles dealing with war prevention, transformative diplomacy, and conflict analysis. He is currently working on a book, The Law of Nations: Global Governance in a Violent World. He earned his Ph.D. at the Maxwell School of Citizenship and Public Affairs at Syracuse University in 1985.
